Approval planning, also known as input planning or submission planning, is part of construction planning for the construction of buildings. It is the fourth phase of the service phases according to HOAI and includes all work to compile a building application with the aim of issuing a building permit.
Such a building application - for a building project - consists (in Germany) mostly of the following parts:

In Germany, Austria and many other countries, approval planning may only be prepared by persons authorized to submit building documents. These are defined in the relevant building code and are usually architects or civil engineers; in individual countries, other structurally qualified specialists are entitled to submit. The approval planning serves as the basis for the implementation planning.
The basis for the approval planning is an existing draft. In the German fee schedule for architects and engineers, approval planning is considered service phase 4.
The scope of services of the input planning according to the binding HOAI does not include the additionally necessary proofs such as proof of stability, fire protection and thermal insulation. These are separate services, mostly they are provided by different planners.

EXECUTIVE PLANNING
As part of the execution planning, the previous draft planning or approval planning is worked through to the extent that the construction project can be implemented. During the planning process, there is usually an intensive exchange with experts such as engineers, product manufacturers and possibly also executing companies in order to clarify detailed questions. The focus of the implementation planning is the creation of implementation plans, usually on a larger scale (floor plans and sections in M 1:50, details from M 1:20 to M 1:1).
The aim of the implementation planning is a set of plans that is released for construction. As a rule, each individual plan is given an individual plan number.
The implementation planning is a prerequisite for the quantity determination (construction-speak: quantity determination) and thus serves to prepare the award. When billing the construction work, the execution plans are used as billing plans (measurement plans) for the measurements and the associated quantity determination.
The execution plans contain all the information required for the construction or conversion of the structure. These are, for example, dimensions, material information, information on quality and condition, tolerances and processing instructions. Written instructions in tabular form may also form part of the implementation planning. Examples of this are door lists to describe all required doors. A parts list is not created.
In the case of trades that carry out prefabrication in stationary companies, the execution planning is usually followed by workshop planning or assembly planning. Steel construction is a typical example of this.
In the German fee schedule for architects and engineers (HOAI), the implementation planning is considered to be service phase 5. In the traditional building organization, the implementation planning is carried out by the architect (execution plan and expansion plans), civil engineers (structural planning, formwork plan, reinforcement plan) and specialist engineers (e.g. electrical planning or HLS planning, ie planning for heating, ventilation and sanitation). In the case of turnkey construction, the total contractor or total transferee (also often referred to as general contractor) is usually commissioned with the implementation planning, who then creates some of this himself or has it created by specialist engineers.

a) Development of the implementation planning with all the individual information required for the implementation (graphics and text) on the basis of the draft and approval planning up to the implementation-ready solution, as the basis for the further work phases

The term Building Information Modeling (BIM) describes a method of optimized planning, execution and management of buildings with the help of software. Building information modeling is used both in the construction industry for construction planning and construction (architecture, engineering, building services) and in facility management.
